UK opens consultation on emissions-based import rules

The UK Government has initiated a consultation process for the implementation of an emissions-based carbon border adjustment mechanism (UK CBAM) for imports, scheduled to begin in January 2027. The scheme aims to place a carbon price on emissions-intensive industrial goods imported into the UK, including aluminium, cement, ceramics, fertiliser, glass, hydrogen, and iron and steel products. This move is intended to complement the UK’s existing carbon emissions limits governed by the UK Emissions Trading Scheme (UK ETS) and prevent carbon leakage. Importers and other stakeholders are invited to provide feedback on the UK CBAM proposal until June 13, 2024.
